The main purpose of this study was to prepare an educational communications media competencies instrument for preparing teachers in higher educational institutes, in order to develop the educational technology programs offered by these institutes.

The researchers prepared a questionnaire consisted of 63 competencies related to 11 fields in educational communications media such as utilization, selection, design, evaluation, production of educational media, equipment operation, principles of perception and learning, communications, system, services of learning resources center atr school level, and research in communications media.

The questionnaire was validated and proved to be reliable.

the questionnaire was administered to a sample (N=115) consisted of educators who are specialized in educational technology and interested in teaching it or developing its programs in the state of Kuwait.

The percentage and the mean of the value of each field and competency were used to rate their relative importance.

The results revealed that all the media competency fields, suggested by the researchers, were important, and 54 comptencies out of 63 were rated as important or very important.

However, certain fields were rated higher than others.

For example, the media utilization was rated first followed by media selection and equipment operation, while the fields of communications, system, and research in educational media were relatively rated in last.

The researchers recommended that these competencies could be taken into consideration as guidelines in developing educational technology programs and / or in training in-service teachers.

Other research might be conducted in this area.
