Until 1989, strong arguments were taking place among the Jurisprudence concerning the nature of this court: did it belong to the Anglo-Saxon System, or to the French System? The High Court of Justice kept performing its role through its limited authorities until its provisional law no.

11 / 1989 was issued to separate the court from the court of cassation, in addition to some amendments related to its formation, specializations and procedures.

The fact that some of the amendments were positive and others were negative motivated me to compare past and present situations and present my recommendations before the Jordanian legislature for the purpose of developing this important Judicial machine.
