English Abstract

The purpose of this research is to identify the critical factors that lead to successful implementation of a strategic plan.

This research aims to study the reasons why some organizations effectively implement their strategic plan while many others fail to do so.

According to a survey done by Palladium Group, 70% to 90% of organizations fail to successfully execute their strategies.

We believe that there is a need for a research such as this one to explore the whole strategic cycle to identify and document the weaknesses that lead to failed execution.

The study field for this research is in Lebanon and Canada.

Lebanon is currently going through a growth period.

On the other hand, Canada is currently in an advanced stage in strategy development and execution field.

A study trip to Toronto (Ontario) was planned to meet multiple government organizations to understand the key success factors in the Canadian system, which is considered a benchmark in the international arena.

The research paper is divided into five chapters.

Chapter one is an introduction to the research problem, research questions, and research justifications.

Chapter two covers literature review and highlights historical work and studies done on evaluation of what factors most significantly influence strategic planning implementation.

Also, chapter two deals with theories and modern approaches used to refine the strategic planning and execution process.

Chapter three presents the methodology and procedure used in this research.

Chapter three has been divided into three sections : Multi-method approach, research design, and research procedures.

Chapter four talks about the results of the survey, interviews, workshop and technological assessment.

Chapter five presents the research conclusion and implications in relation to research questions and problems.

The findings of this research indicate that weaknesses exist throughout strategic plan development and execution process.

Common weaknesses were summarized in Table 12 in chapter 5.

The main weaknesses found and discussed in detailed were; over-engineered or weak strategic plan; increasingly complex environment; weak leadership skills ; strategic plan link to budget; usage of confusing and inconsistent terminology ; unreasonably time period from planning to execution ; lack of education and training of staff; lack of executive commitment ; forced cascading approach; absence of IT strategy management tool ; and finally management driven by short-term wins.
