إن العنصر البشري و ما يمتلك من طاقات خلاقة يعتبر رأس مال فكري و عاملا لا يقل أهمية عن رأس المال المادي، بل هو الأساس في عملية التنمية داخل الإقليم، و هو العنصر الإنتاجي الأول، كما يعتبر من بين مخرجات الجامعة التي تمثل إحدى مؤسسات الإقليم الأكثر حركية و إنتاجا في الميدان العلمي و المعرفي، حيث يفرض عليها المحيط تشكيل برامجها على نحو يعطي مزيدا من الاهتمام بالدروس العملية و التدريبات الميدانية التي تخدم الإقليم بصفة أساسية، و عليه فإن هذه الورقة البحثية تهدف للتعرف على الدور الذي تلعبه الجامعة في تنمية الإقليم (تنمية المجتمعات المحلية)، و ما تسعى لتحقيقه من توافق بين مخرجات التكوين الجامعي و متطلبات سوق العمل الإقليمي.
Abstract EN
The human element and its many different creative energies are considered as an intellectual capital and a factor of no less importance than the physical capital, as well as the foundation in the development process within the region, and one of the outputs of the university which represents one of the most dynamic and productive institutions of the province in the scientific and cognitive fields, where the environment imposes the creation of programs in a way that gives more importance to practical programs and trainings grounds that mainly serve the region.
As such, this article seeks to identify the role played by the university in the development of the region (development of local communities), and what it strives to achieve of compatibility between the outputs of university training and the requirements of the region labor market.

L'élément humain et ce qui possède de potentiel créativité est un capital intellectuel et un facteur néanmoins important que le capital physique, c'est essentiellement dans le processus de développement dans le territoire et il est le premier élément de production , et il est considéré comme l’un des sorties de l’université qui présente l’un des institutions la plus dynamique et productive dans le domaine scientifique et cognitif , parce que l’entourage l’oblige qu’elle constitue ses programmes d’une façon qu’elle donne l’importance au programmes pratiques et l’entrainements du terrain qui servent principalement le territoire.
Cet article donc cherche à identifier le rôle joué par l'université dans le développement du territoire (collectivités locales), et tous qu’elle veut atteindre de compatibilité entre les sortants de la formation universitaire et les exigences du marché du travail territorial.
