المكتبة الجامعية مكون أساسي و مهم من مكونات الجامعة، و تساهم بجدارة و وظائفها التعليمية و البحثية.
تحتاج المكتبة الجامعية لتقوم بتحقيق وظائفها و أهدافها إلى دعم مستمر من الهيئات الوصية، يشمل هذا الدعم الموظفين المؤهلين، الميزانية المناسبة، الموقع الملائم و البناية، المجموعات الحديثة وفق معايير عالمية.
و يسمح تقييم هذه الجوانب من المكتبة الجامعية الجزائرية بتحديد مكانتها ضمن السياسة الوطنية للتعليم العالي.
Abstract EN
The university library is a primordial component of the university, it takes an important part in achieving the university objectives and functions.
The university library itself needs to realize its objectives and functions to have a permanent support from its tutors, including qualified employees, an appropriate funding, a suitable location and building and recent collections.
The evaluation of these aspects of the university library will allow to define its place in the national policy of higher education.

La bibliothèque universitaire est un composant primordial de l’université, elle participe fortement à la réalisation de ses fonctions et objectifs.
La bibliothèque universitaire a besoin du soutien permanent de la tutelle, du personnel qualifié, un budget suffisant, un site et bâtiment pertinents, des collections récentes selon les normes internationales.
L’évaluation de ces aspects de la bibliothèque universitaire permet de déterminer sa place dans la politique de l’enseignement supérieur.
