English Abstract

National information security awareness efforts across governmental organizations and private sector are scattered.

Some of the national entities have their own information security awareness programs.

These programs are planned and executed on an ad hock basis without coordination and without adherence to a national overarching guideline.

This thesis proposes a three-dimensional National Information Security Awareness Implementation Framework (NISA-IF) that enables the Government of Jordan (GoJ) to oversee well-coordinated and overarching awareness programs on a national level.

The NISA-IF matches the most effective awareness modules to mostly affected audiences based on the collected data about information security related incidents.

The NISA-IF is expected to a) help avoid the scattered efforts on raising information security awareness that leads to extra expenditure and extra efforts, b) empower the Government organizations and private sector to contribute to the protection of Critical National Infrastructures (CNIs), c) introduce a new way to measure the loss caused by an information security incident at a national level, d) provide the government with the ability to monitor and adjust awareness programs according to a periodically collected feedback, and e) measure the effectiveness of the delivered Awareness module(s) via conducting a cross-periodical analysis.

The NISA-IF is validated to provide a proof of concept throughout three various methods; designing an algorithm, conducting a simulation, and getting experts' opinions.

These methods collectively show that the NISA-IF is capable of overseeing information security awareness on Jordan's national level.
