English Abstract

National privacy protection efforts across governmental organizations and private sector are scattered, planned and executed on an ad hock basis, have little or no adherence to national standards or regulations.

Moreover, private information concerning Jordanians citizens is being stored, processed, transferred or deployed without paying the appropriate attention. This thesis proposes a three-dimensional National Privacy Implementation Framework (NPIF) that identifies the necessary overarching components, solutions, processes, and necessary guidelines on the reasonable steps the government of Jordan (GoJ) and its entities are required to take to protect personal information. The NPIF aims to empower and ensure privacy protection on a national level.

The NPIF is expected to help the GoJ implement privacy solutions across Jordan and give the GoJ the ability to oversee, monitor, control, and lead the required efforts towards implementing necessary fully-fledged national privacy protection solutions. The NPIF is validated through surveys and interviews to provide a proof of concept.

Results show that it is valid, applicable and capable of overseeing a national privacy protection program on the national level.
