English Abstract

Most of the current risk management implementation efforts across Jordan are scattered, subjective, and executed on an ad hoc basis.

Efforts do not follow international best practices and do not deal effectively with threats emerging from cyberspace.

The lack of an overarching risk management program places National systems, especially Critical National Infrastructure (CNI), at risk. This thesis proposes a multi-dimensional Risk Management Implementation Framework of Jordan (RMIFOJ).

The proposed framework determines the necessary overarching components, solutions, processes, and necessary guidelines that help the Government of Jordan (GoJ) to implement, monitor and oversee a comprehensive and integrated information risk management program on the national level. The RMIFOJ, if adopted, is expected to give the GoJ the ability to consolidate all the scattered efforts related to risk management, and oversee, monitor, control, and lead the required efforts towards implementing necessary fully-fledged national risk management solutions.

The RMIFOJ is validated through surveys and interviews to provide a proof of concept.

Results show that the RMIFOJ is valid, efficient, applicable on both public and private sectors and capable of monitoring and overseeing information risk management on national level.
