English Abstract
The main objectives of the research are to study the effect of the current policy in the management of the existing terrestrial Protected Areas (P.A.) in the State of Kuwait.
During this research scheduled program has been developed to visit the existing terrestrial protected areas.
Policy analyses were done according to Global Environmental Outlook -5 methodology.
The screening of the policies was conducted in order to identify the positives and negatives of each policy and practice.
The results were reviewed by number of consultants at the Kuwait Institute for scientific Research (KISR).
Second level of analysis has been made using multi-criteria analysis, including environmental, social, political and institutional factors.
These factors were related to target of establishment of protected area in the state of Kuwait through specific indicators.
The identified policies and practices were categories under three groups: natural resource management, enforcement, and human & scientific resource management.
Three policies were selected for multi-criteria analysis, one from each group.
Policy paper and case study were identified for each of these policies.
The three selected policies are: (1-scientific guideline manual), (2-buffering zone), and (3- water resource management).
Buffering zone showed the highest value for achievement of the target of protection in the state of Kuwait.
Management Effectiveness Evaluation (MEE) assessment were applied for Sabah Al-Ahmad Natural Reserve.
The assessment revealed that the management in Sabah Al Ahmad protected area failed in the achievement of the special strategic objectives as a national park, according to the absence of any policies or practices related to the application of environmental eco-tourism.
According to the result we recommend to ensure the application or re-apply of successful policies in the new reserves as part of priorities in the successful planning for the management of protected areas.
