يعالج هذا المقال موضوع المعوقات السياسية و الإدارية و الأمنية لعملية التنمية الشاملة في الجزائر باعتبارها عناصر مهمة في الإجابة عن أسباب فشل التنمية في الجزائر التي هي مطلب جماهيري و محدد رئيس في استمرارية النظام القائم و تقويته.
إذا حاولنا من خلاله الكشف عن طبيعة النظام السياسي الجزائري و أهم الأزمات التي يعاني منها و المتعلقة أساسا بأزمات التنمية السياسية من أزمة مشروعية و مشاركة و اختراق المرتبطة بخصوصية الجهاز الإداري الجزائري و الأزمة الأمنية التي عاشتها الجزائر لفترة تطول عن عقد من الزمن و التي كان لها نتائج جد سلبية ليس فقط على الجانب السياسي من التنمية بل كل الجوانب المتعلقة بهذا الموضوع.
Abstract FRE
This study is concerned with political, administrative and security limitations in the Algerian developmental process.
Due to their importance to answer the crucial questions about the causes of underdevelopment, this study attempts to tackle the most important elements of political development crisis such as legitimacy, participation, and administrative penetration that have a close relationship with bureaucracy in Algeria, without neglecting the negative impact of time and insecurity that affected Algeria more than ever before.
