سنحاول من خلال هذه المقالة إبراز ازدواجية موقف الحكومة الأمريكية من مسألة الاستعمار بشمال إفريقيا أثناء الحرب العالمية الثانية.
سنتفحص هذه الازدواجية في سياسة الحكومة الأمريكية تجاه السلطات الاستعمارية خلال حكومة فيشي الفرنسية و تجاه الحركات القومية بشمال إفريقيا عند التحضير لغزو شمال إفريقيا و أثناء تواجد القوات الأنجلو-أمريكية بالمنطقة.
و فعلا، فلقد كانت الازدواجية و ما يسمى بالاتجاه الواقعي في السياسة (realpolitic) جوهر سياسة الرئيس فرنكلين روزفلت و مقربيه في الحكم الذين كان شغلهم الشاغل ضمان أمن قواتهم أثناء مرورها بشمال إفريقيا.
و انطلاقا من هذا التصور، وعد ممثلو الرئيس روزفلت في حكومة فيشي و في الجزائر إعادة الأراضي الفرنسية إلى الوضع الذي كان عليه قبل الحرب لكن، و في نفس الوقت، اشترك الرئيس روزفلت مع الوزير الأول البريطاني ونستن تشرشل في إصدار ميثاق الأطلسي الذي وعد البلدان المحتلة و الشعوب المستعمرة بالحرية و بتقرير المصير.
Abstract EN
The main aim of this paper is to examine the emergence and development of state bureaucracy which gained control of the means of production and administration after the political independence of Algeria.
Administrative control and the control of means of production play a role equivalent to that of the ownership of the means of production.The bureaucrats strengthened their position through the model of development which Algeria had adopted and which was based on heavy industry which was given priority.
