Drawing from experience of some of the developing and developed countries, the paper discusses some important theoretical and empirical issues relating to higher education & quality assurance.
With respect to rapid growth of educational institutions quality assurance is among the important issues.
Quality assurance emphasizes on external goals of evaluation, one of which is to assure learners, public and government that each unit, department, program or institution manages its quality this article presents a brief history of private and governmental higher education both throughout the world and in Iran.
Then it describes a description of quality assurance in higher education.
Finally a list of challenges facing quality management and assurance system is provided.
