English Abstract

Prosperity, Knowledge and Innovation start at the gates of Higher Education Providers (HEP).

Successes and failures in the service organization can be assessed by models of Cost of Quality (COQ) and Cost Of Poor Quality (COPQ).

COQ Model sums the costs of prevention, appraisal, and failures.

of COPQ Model sums the cost of internal and external failures.

Results of COQ and COPQ models are presented as negative monetary values reducing profits.

The major difference between investments and expenses is that investments involve expenditures, which are directly linked to benefits as the return on investment.

Throughout the literature, there was no clear agreement on how to account for quality expenditures.

Also, there was a disagreement about the meaning of COQ and COPQ.

HEP do not account for external failure and by doing that, they limit their opportunities for continual improvements.

To allow management to realize the true impact of quality on profits, this research introduces the Model of Quality Investment.

Quality prevention and appraisal expenditures represent the investment.

The actual return on investment is the year to year change in failure’s cost.

The Model of Quality Investment allows the organization to quantify the effect of quality improvement efforts.

This model can be applied to HEP to help them evaluate their quality programs, celebrate successes and support their efforts in seeking funds and grants.
