تناقش هذه الورقة نظريا و تجريبا تأثير الموارد الطبيعية على النمو باستخدام نموذج لقطاعين (قطاع ذي موارد و قطاع بلا موارد) و تستقطع الحكومات الضرائب من القطاع عديم الموارد متوخية نظام الجودة الذي يحدد الإنتاجية في القطاع عديم الموارد الطبيعية و كما يحدد قدرة الحكومات على تخصيص إيجارات الموارد الطبيعية.
و يؤدي ازدهار الموارد الطبيعية إلى الإضرار بالمؤسسات بحيث يتفاوت تأثيره على النمو حسب حجم كل قطاع فإذا زادت الإيجارات نسبيا تكبدت الحكومات الخسائر الناجمة الفساد داخل المؤسسات و ضياع حصيلة الضرائب من القطاع عديم الموارد الطبيعية بسبب تحمل تلك الحكومات حصة أكبر من الإيجارات.
و تتأكد النتائج باستخدام قائمة للبلدان المختلفة تظهر المعلومات المتعلقة بتلك البلدان : فنجد أن البلدان الخمسة في قاع القائمة و التي تساهم بحصة في القيمة المضافة للصناعات، نجدها تعاني من نقمة الموارد الطبيعية، بينما البلدان الأخرى تنعم بتلك الموارد.
Abstract EN
This paper considers theoretically and empirically natural resources' effect on growth using a two sector-model (resource and non-resource).
Governments tax the non-resource sector and choose institutional quality, which determines productivity in the non-resource sector and the governments' ability to appropriate resource rents.
Resource booms harm institutions.
Their effect on growth depends on relative sector sizes : when rents are relatively substantial, governments incur the cost of corrupting institutions and the loss of taxes from the non-resource sector for a bigger share of rents.
The results are confirmed using cross-country panel data : countries in the bottom quintile of the manufacturing-share of value-added are cursed by resources, other countries are blessed.
