منذ أوائل التسعينيات من القرن الماضي شهدت بعض الاقتصاديات الصناعية تحولا في السياسة النقدية عرف باسم سياسة استهداف تحجيم التضخم.
و برر ذلك التحول الصعوبات التي واجهتها تلك الاقتصاديات في استهداف سعر الصرف الأسمى أو في بعض الأحيان المعروض من النقد.
و قرر عدد من دول الشرق الأوسط و شمال أفريقيا تبني استقرار الأسعار هدفا واضحا لسياستها المالية مدفوعة إلى ذلك بما مرت به الدول المتقدمة من تجارب مشجعة.
و تهدف هذه الدراسة إلى إبراز آلية التحول النقدي في المنطقة باستخدام أساليب اقتصاد قياسي متقدمة ذات تسلسل زمني محدد.
كما تهدف الدراسة أيضا إلى تقويم مدى نجاح دول الشرق المتوسط و شمال أفريقيا في الانتقال السلس إلى سياسة استهداف تحجيم التضخم.
و أشارت النتائج العملية إلى أن النجاح الذي أحرزته كل من مصر و تركيا في الآونة الأخيرة في تبني آلية مرنة لسعر الصرف ساعدهما في التحول إلى سياسة استهداف تحجيم التضخم كما أظهرت الدراسة أنه يتعين على كل من الأردن و لبنان و المغرب و تونس أن تدخل مزيد من المرونة على أسعار الصرف لديها و ذلك قبل أن تنتقل إلى سياسة نقدية تستهدف تحجيم التضخم.
و تشير نتائج عملية أخرى إلى أن سعر الصرف في مصر و تركيا قد لعب دورا رئيسيا في آلية التحول في السياسة المالية بينما لعب سعر الفائدة دورا رئيسيا في آلية التحول في كل من الأردن و لبنان و المغرب و تونس.
Abstract EN
Since the early 1990s some industrialized economies have implemented a monetary policy regime shift known as inflation targeting.
This shift was justified by the difficulties posed by targeting the nominal exchange rate, or in some instances money supply.
Given the very encouraging experience of developed countries, a number of MENA countries decided to adopt price stability as an explicit monetary policy objective.
Using sophisticated time series econometric techniques, this study aims to highlight the monetary transmission mechanism across the region, and to assess how successful the MENA countries have been in making a smooth transition to inflation targeting.
The empirical results indicate that the recent success of Turkey and Egypt in adopting flexible exchange rates has helped those countries shift to an inflation targeting regime.
It is also shown that Jordan, Lebanon, Morocco and Tunisia will have to introduce more flexibility into their exchange rates before they can shift to an inflation targeting monetary policy regime.
Other empirical results indicate that for Egypt and Turkey, the exchange rate played a dominant role in the transmission mechanism of monetary policy, while for Jordan, Lebanon, Morocco, and Tunisia it was the interest rate that played the dominant role
