تضافرت عوامل الحرب الممتدة في العراق و الاضطراب السياسي في لبنان و التوتر المتصاعد بين الإسرائيليين و الفلسطينيين و احتمال شن هجوم على إيران لتؤدي إلى هزة كبيرة في وضوح مجال الأعمال في العديدة من دول الشرق الأوسط و شمال أفريقيا.
و يعتقد أن المخاطر السيادية، أي تقييم المخاطر الائتمانية لالتزامات الحكومة المركزية، قد ازدادت.
و في مواجهة هذا الموقف، تقوم وكالات تقييم الائتمان مثل "مودى" و "ستاندارد أند بور" بمراجعة مستويات الائتمان التي تحددها أو وضع دول معينة على قوائم المراقبة التي تعمل تبعا لها، و هو إجراء يسبق عادة حدوث تغير في مستوى الائتمان.
نستخدم بيانات من "مورجان ستانلي" و "فريدم هاوس" و "البنك الدولي" لرصد و تفسير تغير المخاطرة السيادية في خمس دول شرق أوسطية و شمال أفريقية مقارنة ببيانات دولتين للضبط خلال الفترة من 2002 إلى 2006 في تواريخ محددة وقعت فيها أحداث مأساوية.
يمكننا المنهج الذي نتبعه من اختبار مدى التغيير الذي أحدثه التوتر السياسي المتصاعد في الشرق الأوسط في مستوى المخاطرة الذي توضع فيه هذه الدول، كما يوفر أداة تقييم إضافية بالإضافة إلى مستوى الائتمان التقليدي الذي تحدده الوكالات.
Abstract EN
The prolonged war in Iraq, the political turmoil in Lebanon, the heightened tension between the Israelis and the Palestinians, and the specter of an attack on Iran have all significantly shaken business uncertainty levels in several MENA countries.
Sovereign risk – the credit risk assessment concerned with the obligations of central governments – is believed to have increased.
In response, credit rating agencies like Moody’s and Standard and Poor’s have revised their ratings or placed specific countries on their watch list, a move which normally precedes a credit rating change.
Using data from Morgan Stanley, Freedom House and the World Bank, we quantify and explain the variability of sovereign risk in 5 MENA countries and two control countries on specific dates between 2002 and 2006, around which a tragic event has taken place.
Our methodology allows us to test how the heightened political tension in the Middle East has altered the risk profiles of these countries, and provides an additional valuation tool to traditional agency ratings.
