تقدم هذه الورقة نموذجا نظريا للنمو يسعى إلى توضيح أحد الآليات التي تربط بين النمو السياحي و الاقتصادي في منطقة الشرق الأوسط و شمال أفريقيا.
و على وجه الخصوص ترسخ هذه الورقة العلاقة بين الصادرات السياحية و واردات السلع الرأسمالية و النمو الاقتصادي.
و هذه القناة الجديدة من النمو الاقتصادي تخلقها اقتصاديات المقاصد السياحية مثل تونس و المغرب و تركيا و مصر و التي يتم فيها تحقيق النمو الاقتصادي الطويل المدى عن طريق واردات رؤوس الأموال الأجنبية و التي يتم تمويلها عن طريق الصادرات السياحية.
و يلقي هذا النموذج الضوء أيضا على آلية النقل الدولي للنمو الاقتصادي من الدولة المصدرة للسياحة (مستورد الخدمات السياحية) إلى الدولة المستقبلة للسياحة في منطقة الشرق الأوسط و شمال أفريقيا (مصدر الخدمات السياحية) من خلال حركات التجارة و معدل التبادل التجاري دون الحاجة إلى أي تقدم تكنولوجي أو نشاط بحث و تطوير أو تراكم رأس مال بشري في الدولة المضيفة.
Abstract EN
This paper presents a theoretical growth model that attempts to identify one of the mechanisms linking tourism and economic growth in the MENA region.
In particular, it establishes the link between tourism exports, imports of capital goods and economic growth.
This new channel of economic growth is inspired by tourist destination economies, such as Tunisia, Morocco, Turkey and Egypt, in which long-run economic growths were achieved by imports of foreign capital financed through tourism exports.
This model also highlights a mechanism of international transmission of economic growth from the tourist generating country (the tourism services importer) to the MENA tourist receiving economy (the tourism services exporter) through trade and terms-of-trade movements without any technological progress, R-D activity or accumulation of human capital in the host economy.
