Abstract EN

This paper deals with one of the most important issues of shura i.e.

to what extent does shura oblige the Mojtahid ruler; it illustrates three points.

Firstly, it explains views of those who say that shura represented in the opinion of the majority of consultants is obligatory for the Mojtahid ruler.

Secondly, it expounds views of those who say that shura is not compulsory for the Mojtahid ruler.

Thirdly, the paper concludes by supporting the view of those who say that shura is not obligatory; however, it is meant for enlightening and advising; the ruler is free to adopt the opinion he thinks attaining the public interest; this does not oblige him to follow opinion of the majority or minority
