Arabic Abstract

تلعب صناعات الإنشاءات دورا هاما في التنمية الاجتماعية و الاقتصادية في فلسطين، و تعتبر الأخلاقيات المهنية و الجودة من الموضوعات الرئيسية في الدول النامية و المتطورة، حيث أن الأخلاقيات المهنية تلعب دورا هاما في نجاح أي مشروع إنشائي, لاسيما تحقيق الجودة بالمواصفات المطلوبة.

بناء على ذلك يهدف هذا البحث لدراسة العلاقة بين الأخلاقيات المهنية و الجودة في صناعة التشييد في قطاع غزة.

منهجية الدراسة : و قد اعتمدت هذه الدراسة على المنهج الوصفي التحليلي و أسلوب الدراسة الميدانية، لتحقيق أهداف الدراسة تم تصميم استبيان مكونة من جزأين، الجزء الأول أعد لدراسة مدى تطبيق المبادئ الأخلاقيات المهنية في شركات قطاع غزة، أما الجزء الثاني فأعد لدراسة الجوانب المتعلقة بالجودة.

و قد تم عمل عينة استطلاع للاستبيان ثم تطبيقه على 114 شركة مقاولات في قطاع غزة، و قد استخدم البرنامج الإحصائي SPSS و Excel Sheets في معالجة البيانات.

النتائج المتعلقة بالهدف الأول : و قد أظهرت النتائج و أن أهم الفقرات المتعلقة بالأخلاقيات تنص على أن الأمانة تأتي على قمة المبادئ الأخلاقية تليها أن الإخلاص في العمل من أهم المبادئ الأخلاقية.

النتائج المتعلقة بالهدف الثاني : بخصوص الجوانب المتعلقة بالجودة أوضحت النتائج أن أهم العوامل المتعلقة بالجودة تحسين العلاقة مع الزبائن و اتخاذ القرارات في الوقت المناسب و تشجيع تطوير العاملين و مساندتهم لإطلاق كامل إمكانياتهم و مهاراتهم.

و أن القيادة أحد أهم العناصر المؤثرة على إدارة الجودة, و رصد التقدم المحرز في المشروع, و أخيرا أن يكون القائد ذو خبرة و كفاءة عالية.

و بشكل عام أظهرت النتائج أن هناك علاقة قوية بين الأخلاقيات المهنية و الجودة في المشاريع الإنشائية التوصيات : من أهم التوصيات الموجهة للحكومة و نقابة المهندسين و للجهات المشرفة و للمقاولين.

- إعداد برامج تدريبية في مجالات أخلاقيات الوظيفية و إلزام الموظفين العاميين بها بما يؤدي إلى إيجاد الخبرات اللازمة للارتقاء بالوظيفة و الحد من أسباب و مظاهر الفساد كما و تزيد جودة المنتجات.

- تعزيز مبدأ الموضوعية و النزاهة في المشاريع, و التركيز أكثر في اختيار قيادة و طاقم ذو خبرة و كفاءة عالية تلاءم احتياجات المشروع بجانب السمعة و الأخلاقيات الجيدة للحصول على الجودة المطلوبة.

- التأكيد على الالتزام أكثر بتطبيق الجودة بالمواصفات المطلوبة حيث أن ذلك يقلل التكاليف و يزيد الإيرادات و الربحية و الاهتمام أكثر بالعاملين من حيث مشاركتهم في اتخاذ القرار و تحديد ساعات العمل و السماح بتبادل المعلومات بينهم و الاهتمام أكثر بتقييم المخاطر و تحليل أي فجوات ممكن أن تحصل.

English Abstract

The construction industry plays a significant role in the social and economic development in Palestine.

Professional ethics and quality are considered two of the main subjects in the developing and the developed countries.

It is an important factor in the success of any construction project, especially, to achieve the required quality specifications.

Accordingly, this research aims to study the relationship between professional ethics and quality in regard to construction in the Gaza Strip.

The methodology: This study relies on the descriptive and analytic method in addition to the field study, where a questionnaire has been prepared as a tool for this study to achieve the aims and the objectives of the study, as it consists of two parts.

The first part was prepared to study the application of professional ethics in construction project in Gaza Strip.

The second one was prepared to study quality sides.

A survey for the questionnaire has been prepared and submitted to 114 contracting companies in the Gaza Strip where SPSS and Excel Sheets statistical programs have been used for the data processing.

The first objective results: the finding showed that there is a statistically significant relationship at a significant level (α ≤ 0.05) between professional ethics and quality in construction industry.

Furthermore, it showed that the most important statement that is related to professional ethics is honesty, which comes at the top of ethical principles.

while the lowest rank of the thirteen statements is “The ethical failure is often referred to the culture of the company The second objective results: Regarding quality sides, the findings obtained that the most important statements that "Improve relations with customers", and "taking IV decisions in proper time", "seek to motivate staff, which in turn encourage them to commit and treat for the benefit of the facility ", "leadership which is one of the most important elements that affect quality management".

Recommendations: Finally, the main recommendations for governments and engineering association, supervision and contractors are preparing training programs in respect of general professional ethics and public sectors in addition to obliging employees of public sector to follow it, enhancing integrity and objectively principles in construction projects and clearly specifying powers of the staff and administrators which enhances the quality control system and prevents any conflicts.

Additionally appointing leadership and staff of high expertise and efficiency in addition to the good reputation and ethics in order to obtain the required quality
