We have to say that there isn't a democratic society unless there are truly and free election procedures.

But holding elections does not necessarily mean achieving democracy as a system to govern or a process to make or decide political decision.

Democracy is the embodiment of the will and demands of the voter in the political process in the framework of governing system or the basis to make political decision that concerns voters.

That requires a successful and sound mechanism that ensures active and correct participation of the voters to choose their own representatives in the government.

Then, if this would not be achieved, or there were no correct participation of the citizens in the electoral process on the basis of main democratic standards which give it the democratic content and spirit.

So, it would be empty process of the most important ingredients and elements.
