Although nationalism aims at creating a state unity where the political and national state boundaries are one and the same, we find that arab nationalism, from the beginning, did not pursue such a goal due to the following circumstances which prevailed in the Arab World : Before the World War II, parts of the Arab World succumbed in name to the Ottoman rule and in reality to the French or English Imperialism; a situation which made liberty and not Unity the Goal of the Arabs.

The Ottoman Khalif himsef rejected the idea of Arab Nationalism and viewed it as a limit to his vast authority, restricting him only to Turkish nationalism.

Accordingly, he devised the new Ottoman nationalism in which Turks, Arab Nations and the Balkan States are encompassed under one rule.

Besides taking religion as an incentive, he encouraged the Arab Nations to rebel against Western Imperialism.

The Imperialists, in return, provoked the Arabe and the Balkan states to rebel against the Khalif.

The situation remained as such until the World War II which caused a change in the ideological and situational patterns and the fall of all Arab Nations under Imperialism.

Meanwhile, the Turkish leader, ceamal Ataturk can celled the positions of «Khalif» and admitted the principal of nationalism.

During this period the idea of Arab unity emerged in a conference held in Hyde Park Hotel in London in 1922.

Its goal; however, was not Arab consolidation in order to gain independence, rather the idea of Arab states was still perpetuated.should take recourse to the industrialisation of their crude, either in the form of refining it, or of petro-chemical industries, or in liquefication of the gas accompaying the oil.

A co-ordination should be made of investments in petroleum industries, in such a way that they be redeemed with the exhaustion of the crude itself.
