Arabic Abstract

في العقود الثلاث الماضية تعرض العراق إلى هجرة الآلاف من أعضاء الهيئة التدريسية الجامعات العراقية و في جميع التخصصات إلى دول مختلفة من العالم حيث استقروا و بدو حياة جديدة، بحيث أصبحت مسألة رجوعهم إلى العراق و إلى العمل في الجامعات العراقية أمرا صعبا و مستحيلا، بالإضافة إلى الظروف الصعبة التي يمر بها العراق أدت إلى عدم التزام العديد من طلبة الجامعات العراقية في الدوام.

هذا البحث يناقش كيفية بناء جامعة العراق الافتراضية في الموصل و التي تعتبر كحل للعقول الراقية المهاجرة للبقاء و العمل في دول العالم و الاستفادة من خبراتهم في التعليم في العراق و كذلك تعتبر جامعة العراق الافتراضية مدخلا للتعليم الالكتروني في العراق و تحسين العملية التعليمية بإدخال التكنولوجيا الجديدة إلى التعليم، بالإضافة إلى إتاحة الفرصة للكثير من الطلبة العراقيين بالتعلم في جامعة العراق الافتراضية.

English Abstract

In the past three decade, Iraq faced the departure of the thousand of Iraqi brains (scientist) in different scientific branch to different part of the word when they have stayed and found their new jobs and began their new life there, which make all possible effort to bring them back impossible.

This paper describe how to opening virtual Iraqi university in the city of Mosul, which may be make a suitable solution for these scientist to stay and worked in this proposal university, also to open the door widely for Iraq to inter into electronic education and to expand the knowledge in the new scientific branch, also contributed in the enhancement of the continuous education and training program and it make a good opportunity for many people to find jobs which they have lost due to many difficult circumstances passed in Iraq.

The creation of virtual environment make the recent schools to fast and effective transfer to all scientific place and contributed and catalyze student for original thinking.
