English Abstract

Pavement Management Systems (PMS) are used by transportation agencies to maintain safe, durable and economic road networks.

There are many PMS software packages that have been developed over the past decades for provincial / state road agencies such as Micro Paver pavement software which aids pavement engineers in deciding when and where to appropriate funds for Maintenance and Rehabilitation (M&R) The main aim of this research is to develop a Pavement Maintenance Management System (PMMS ) which provides a systematic process of maintaining, upgrading and operating the pavements and tools to facilitate a more flexible approach of making the decisions necessary to achieve the road user's expectations.

This thesis describes the development of a PMMS, which can assist pavement engineers or highway agencies to make strategic investment decisions in programming pavement maintenance and rehabilitation (M&R) projects for the preservation of a road network.

The system developed has four major components: Data Collection, Analysis, Maintenance Plan, and Implementation and it based on the direct integration between Micro PAVER pavement software and ArcGIS mapping software.

Also, a simple Graphical user Interface has been developed in order to present PMMS results to justify the decisions made.

A case study of about 10 km of AL-Karak -Amman highway was inspected to analyze the proposed PMMS.

Visual survey was conducted on the field.

Condition analysis and decisions were performed by Micro PAVER software to determine maintenance needs, budgets, priorities for present and future condition.
