Arabic Abstract

إن صناعة التأجير التمويلي للطائرات التجارية غدت صناعة متنامية و بمعدلات مرتفعة في الأسواق المالية العالمية.

تهدف هذه الدراسة إلى وضع حل لمشكلة شركات الطيران المحلية عن عزوف البنوك الأردنية في تقديم خدمة التأجير التمويلي لعملياتها التشغيلية، و خلصت إلى استحداث استراتيجية طويلة الأمد و ذلك من خلال قيام البنوك بالبدء بتقديم خدمة التأجير التمويلي كبديل عن صفقات شراء الطائرات التجارية مباشرة لكافة شركات الطيران العاملة و لاسيما الشركة الوطنية-الملكية الأردنية.

و ذلك من خلال اختبار البنوك المحلية من حيث جاهزيتها و درايتها و اثر سياسة تحرير الأجواء للطيران و التقدم التكنولوجي لصناعة الطائرات و البيئة القانونية الحالية.

و قد عملت هذه الدراسة على تطوير خمسة فرضيات تعد الفرضية الأولى فرضية شاملة لكافة العوامل الأساسية في حين تعتبر الفرضيات الأربعة الأخرى تتعلق بتأثير كل مجموعة من هذه العوامل على سمات تأجير الطائرات التجارية في الأردن.

و قد كانت عينة الدراسة عينة شاملة لثلاثة و عشرون بنكا من البنوك المحلية و الأجنبية العاملة في الأردن، و عمد الباحث إلى استخدام الاستبانة كأداة للبحث و التي قام بتوزيعها إلى مدراء دوائر التسهيلات الذين يتمتعون بخبرات واسعة في مجال الائتمان المصرفي.

و قد أفضت البيانات الإحصائية بعد تحليها إلى نتائج دلت على أنه مازالت تقديم خدمة تمويل استئجار الطائرات في مراحلها الأولى للأسباب التالية : 1.

لم يشارك في أي عملية تأجير تمويلي للطائرات إلا بنك واحد بالماضي و حتى الآن.

2.

لم تبدي البنوك رغبتها في الاستثمار في تمويل استئجار الطائرات.

3.

غياب الدراية و المعرفة في علم التأجير التمويلي للطائرات.

4.

عزوف أعضاء مجالس إدارة البنوك عن منح موافقة لهذا التمويل بتاتا.

5.

وجود منافسة شديدة من قبل البنوك الأجنبية العاملة في الخارج ذات الدراية و المعرفة بهذه الخدمة و اعتمادها من قبل شركات الطيران المحلية.

و إذا ما رغبت البنوك المحلية في تقديم خدمة التأجير التمويلي لهذه الصناعة فعليها تبني طرق فعالة لنشر الوعي و الدراية بمفهوم التأجير التمويلي بشكل عام و بشكل خاص في مجال الطائرات التجارية و ذلك في سبيل الوصول إلى الدراية بفوائدها و في سبيل تحسين الفعالية و تحقيق ربحية اكبر للطرفين، مع التركيز على بناء جسور التعاون ما بين كل من البنوك المحلية و شركات الطيران العاملة في الأردن.

English Abstract

Financing Aircraft lease industry (ALI) is one of emerging fields in the global financial market, growing at a very fast pace all around the world.

This research primary purpose is to find a practical solution to the problem laying on airliners shoulders of not finding the proper financing bank for its operation, and also to find a long term strategy for all operating banks in Jordan, to seek extending credit to finance commercial aircraft lease, by introducing lease options as a new credit facility for operating local airliners companies mainly Royal Jordanian Airlines (RJ), by examining the state of banks readiness and capabilities, banks financial situation, banks awareness and required skill, aviation policy, aircraft technology cycle, and the present legal environment.

Five hypotheses have been developed; the first is comprehensive, capturing all the explanatory variables.

The remaining four hypotheses are concerned with the impact of each category of variables on aircraft lease industry characteristics in Jordan.

The study sample consisted of (23) head managers of local and foreign branch commercial banks in Jordan, those mangers are skillful and trained in loan facilities and related matters.

Empirical data collected were analyzed, results were obtained and indicated that ALI is still pre mature in Jordan, due to the following reasons: - 1) Only one bank had participated in aircraft lease finance deal in the past 2) banks have no interest in investing in ALI.

3) No awareness of ALI at local banks.

4) Boards of directors are reluctant in granting approval of credit for ALI.

5) Fierce foreign competition confronting local bank in providing ALI finance, yet the aircraft state of arts is available and the legal environment is positive for ALI launching.

If commercial banks in Jordan is to launch aircraft lease finance, they should adopt unique approaches to educate people in the benefits of leasing, in particular to encourage Jordanian airliner companies to improve their operating efficiency, enhance their structure of revenues, and ensure adequate recognition, assessment and pricing of credit risk.

This research suggests further studies focusing on enhancing awareness of leasing benefits and advantages, and to establish more cooperation and collaboration between local banks and Jordanian airliners
