English Abstract

This study focuses on the question of how contemporary states, especially Morocco, approach the question of political participation of their citizens who live abroad.

By focusing on the largest concentration of Moroccans abroad which is in France, this thesis aims at analysing and understanding Morocco's restrictive approach (=why did Morocco adopt this approach, rather than another).

Moroccan scholars emphasise the lack of commitment of the state to incorporate the Moroccans abroad to the election process but without pointing out a clear explanation of the situation.

They hardly look at reasons behind the state policy.

According to the official discourse, the Moroccans abroad have been marginalised from the decision making process of the Kingdom since 1992 due to technical difficulties but this thesis discard that answer as unconvincing, and argues that there are two reasons linked to the internal and global context that have motivated the Moroccan state's decision to marginalise its community abroad from the political participation sincc 1992.

The internal explanation is due to the constitutional reforms that the Kingdom has initiated since 1992 and that have undeniably boosted the role of the civil society in public affairs; accordingly the Moroccan people have viewed their power increased with regards to the decision making process, At the meantime, in the global context, the features of the Moroccan community abroad have evolved and the Moroccan stale has wanted to limit the impact of a population set up abroad that has become culturally different due to the influence of foreign values.

Moroccans abroad have been largely influenced by their host country culture which leads them to decrease their interest in the public affairs of the Kingdom; Far from their country of origin, they have not been able to develop a real political culture vis-&-vis Morocco
