The study seeks to identify the most important and significant factors affecting the evolution of PJS' performance during the period (1998-2013), in which the researcher adopted the survey method in the framework of descriptive studies, and used the method of public survey on a representative sample of the journalists working at the media institutions in Gaza Strip and the associates of PJS, which was conducted during the period from 1April to 30April 2014, using questionnaires are a primary tool to collect information and data related to the study, The study came across the following findings: the Israeli occupation and the weakness of the Syndicate Council are of the most important obstacles that hindered the development of the performance of the union, along with the presence of the impact of political wrangling among the union of the blocks on the evolution of the overall performance of the union, as the study showed the need to develop some of the terms of the law governing the press to work alongside the development of force in the journalists' union regulations, and the study confirmed that the union has suffered from dependence on political power in whole or in part that affect its various roles, the study also showed the need for the union to find independent sources to fund its activities, as well as the need to draft a training program for journalists in line with the needs of journalists and media institutions.
