English Abstract

The fishing sector is an important sector to the Moroccan economy since it participates considerably in the income of the country.

However, the irrationally excessive exploitation of sea resources in the national maritime territory led to their depletion, which is evaluated by a loss of Dhs 3,5 billions and 60,000 job positions every year from 1988 to 1999, period covered by the three fishing agreements that Morocco signed with the European Union, Morocco decided not to resign a new fishing agreement with the European Union as far as Moroccan experts in the fishing sector and politicians were convinced that Morocco is gaining nothing out of the agreements but rather looses in the quantity of its sea resources, and maritime potentialities and infrastructure.

My primary concern in this study is to investigate the impact of the fishing agreements that Morocco used to sign with the European Union on the Moroccan Fishing Sector.

Why did the Moroccan government decided not to re-sign a new fishing agreement with the European Union at that specific period of time? Is it because of the social situation of fishermen? Or is it because of the economic damage to which the Moroccan fishing sector was subject? Or is it because the government wants to use the fishing agreements issue as a card to put pressure on the EU in eventual negotiations?
