English Abstract

Illiteracy is an important issue in Morocco where 55% of the population lacks basic skills of writing, reading, and mathematics.

In spite of all efforts to eradicate it, illiteracy remains one of the most conspicuous problems in the nation.

This project examines the issue of adult literacy through a study of the National Campaign of Illiteracy Eradication and Adult Education organized and supervised by the Ministry of Labor and Social Affairs.

The main objective of this study has been to investigate problems facing the functioning of this campaign and limiting its endeavor to provide education for adults.

These purposes have been carried out through: (a) a description and analysis of the organization of the campaign as well as some of the materials used to teach adult learners, and (b) an investigation of adult learners’ opinions, attitudes, objectives, and difficulties in acquiring literacy skills.

The project suggests possible ways in which A1 Akhawayn University in Ifrane (AUI) can contribute to adult literacy locally as part of the university’s services to the community.

Findings of the project suggest that while the campaign’s infrastructure system and organization indicate that designers of the campaign are concerned about ensuring all necessary conditions for the success of the campaign, several weaknesses hamper its functioning.

Some of the problems facing the campaign emanate from administrative disjunction and conflicts, such as those between the delegations of the Ministry of Labor and Social Affairs and that of the Ministry of National Education.

The limited methods of diffusing information about the campaign, and the discrepancy between declared objectives and on the field practices seriously affect the campaign’s progress.
