English Abstract

All over the world, states seek growth and progress in all aspects and sectors to ensure a sustainable future.

There is a strong tendency to move from the traditional to the modem ways of life through the implementation of certain strategies and pursuit of defined objectives to increase welfare and community good.

My country, Morocco, is no exception to this because it has developed a strong tendency to move forward.

As many developing countries, Morocco has realized that a sustainable bright future can not be achieved without radical reforms and concrete actions that can foster them.

Development by definition is mainly about change and movement from one stage to another.

Different reforms have targeted several important areas such as the political and social ones.

In general, there is a growing movement towards encouraging the involvement of different actors in the process of decision-making because the shortcomings of top-down decision-making have become evident.

Moreover, many leaders of developing countries have become convinced that democracy and democratic practices are mandatory now if they want political legitimacy and stability.

Leaders have also become aware that regional and international cooperation with different partners is necessary to ensure individual and collective security and defend national interests. Still, the main target of reforms has been the economic sector since rapid economic growth is the primary concern of all states.

This poses an important question: are environmental problems and concerns seriously considered in the developmental process of each state? Unfortunately, the answer is most of the time no.
