English Abstract
Objectives: the overall objective of this paper is to systemically review the literature about the use of information technology in higher educational institutions in Libya.
The study aims at providing a comprehensive review of the literature related to the use of IT in education in Libya.
Conclusions: There are several studies which all reflect the importance of adopting IT within higher education institutions in Libya.
The main barriers to implementing elearning and IT are: Technological barriers Cultural barriers Infrastructure and finance The study provides a guide to the literature conducted about the use of IT in Libyan higher education.
It also provided some recommendation on future research.
Most of the studies were conducted in between 2009 and 2013 which reflects the willingness of Libyan researchers to adopt IT to enhance the quality of education in Libya Data sources: Data used in this study are collected from two sources.
A systematic search was conducted in Science Direct and Google Scholar.
21 papers included in this study after a critical evaluation of the research results.
Study selection: The literature search was conducted on 12 August 2013.
The reference lists of the selected articles were also reviewed to identify further studies of interest, and to ensure that potentially relevant articles were reviewed.
After reviewing the abstracts and the reference lists of the papers, another search was conducted on 15th of August using the search terms “E-learning in Higher Education Libya”, “Elearning in Libya”.
Articles published up to August 2013 were included.
Published non- English citations and citations without an abstract were excluded.
Articles relevant to the objectives of this review were included using the following inclusion criteria: (1) Studies related to using Information Technology in learning and teaching (2) General articles about the importance of information technology in general (3) Articles that contained studies relating to the implementation of e-learning in higher education in Libya (4) Technical reports and theses which were about the use of ICT in Libya
