English Abstract

License Plate (LP) is the unique identification of a car.

License Plate Recognition (LPR) system is an image-processing technology used to identify vehicles by their license plates, or in other words, is a method used by a computer to convert digital images of vehicle license plates into text.

License Plate Recognition have a wide range of applications, it is used to extract plate number to create automated solutions for various problems.

Among these applications: traffic control, parking, access control, border control, and stolen cars tracking.

This work aims to design license plate recognition system for the Iraqi license plates.

The proposed Iraqi license plate recognition consists of three basic stages (preprocessing, license plate localization and license plate recognition).

Because the images of the vehicles are taken in different day time the first stage in the proposed system is “preprocessing stage” which involves image binarization and image segmentation.

The second stage is called “license plate localization” where the accurate location of the LP in the image will be determined.

The algorithm, which is used for locating the candidates of the plates, if any, depends on the shape of the plate which is a rectangular shape.

Also, through this stage the LP is rotated and adjusted using affine transform.

Localization rates reach to %60.74 for black LPs and %89.51 for white LPs.

The third and the last stage is “the license plate recognition”, after the license plate is located and extracted from the whole picture, the numerals and characters of the plate are recognized into text.

The two method used for the recognition of the numerals and characters are moment based and local density distribution based.

Recognition rates reach to %63.52 using moment method, while it reaches to % 98.09 using local density distribution method.
