Arabic Abstract

هدفت الدراسة التعرف إلى درجة استخدام مديري المدارس الثانوية بمحافظات غزة للتفكير الاستراتيجي و علاقته بدرجة أدائهم الإداري، كما هدفت إلى الكشف عن وجود فروق ذات دلالة إحصائية بين متوسطات استجابات عينة الدراسة لدرجة استخدام مديري المدارس الثانوية بمحافظات غزة للتفكير الاستراتيجي و علاقته بدرجة أدائهم الإداري تعزى لمتغيرات الدراسة )الجنس – المؤهل العلمي – سنوات الخدمة).

و استخدم الباحث المنهج الوصفي التحليلي، و تكون مجتمع الدراسة من جميع نواب و نائبات مديري المدارس الثانوية في قطاع غزة و البالغ عددهم (145) نائب و نائبة، و بلغت عينة الدراسة (122) نائب و نائبة بنسبة(84.41%) المجتمع الأصلي، و تكونت أداة الدراسة من (54) فقرة موزعة على محورين الأول للتفكير الاستراتيجي و يشمل أربعة مجالات هي )التفكير الشمولي، التفكير التجريدي، التفكير التشخيصي، التفكير التخطيطي(، و المحور الثاني الأداء الإداري و قد تضمن أربعة مجالات هي (التخطيط، التنظيم، التوجيه، الرقابة(، و قد تأكد الباحث من صدق الأداة باستخدام صدق المحكمين و صدق الاتساق الداخلي.

و بعد استخدام برنامج التحليل الإحصائي (SPSS) توصلت الدراسة إلى النتائج التالية : 1- درجة استخدام مديري المدارس الثانوية بمحافظات غزة للتفكير الاستراتيجي من وجهة نظر نوابهم، جاءت بدرجة كبيرة، و بوزن نسبي(80.40 %)، و أما مجالات التفكير الاستراتيجي جاءت على النحو التالي: " التفكير الشمولي" الذي جاء في المرتبة الأولى بوزن نسبي (83.40 %) ثم "التفكير التخطيطي" بوزن نسبي ( 81.80 %) ثم "التفكير التشخيصي" بوزن نسبي ( 79.40 %) و أخيرا "التفكير التجريدي" بوزن نسبي .(% 77.00) 2- لا توجد فروق ذات دلالة إحصائية عند مستوى دلالة (α ≤ 0.05) بين متوسطات درجات تقدير أفراد العينة لدرجة استخدام مديري المدارس الثانوية بمحافظات غزة للتفكير الاستراتيجي و لمجالاته المتضمنة تعزى لمتغيرات الدراسة (الجنس – المؤهل العلمي).

3- توجد فروق ذات دلالة إحصائية عند مستوى دلالةα ≤0.05)) بين المتوسطات درجات تقدير أفراد العينة لدرجة استخدام مديري المدارس الثانوية بمحافظات غزة للتفكير الشمولي تعزى لمتغير سنوات الخدمة لصالح الذين يملكون أكثر من 10 سنوات، و أما باقي المجالات فلا توجد فروق.

4- درجة الأداء الإداري لمديري المدارس الثانوية بمحافظات غزة من وجهة نظر نوابهم، جاءت بدرجة كبيرة، و بوزن نسبي(82.80 %) ، و جاءت مجالات الأداء الإداري على النحو التالي: " الرقابة" الذي جاء في المرتبة الأولى بوزن نسبي (84.00 %) ثم التخطيط بوزن نسبي (82.60 %) ثم التوجيه بوزن نسبي (82.40 %) و أخيرا التنظيم بوزن نسبي .(% 82.20) 5- عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (α ≤ 0.05) بين متوسطات درجات تقدير أفراد العينة لدرجة الأداء الإداري لدى مديري المدارس الثانوية بمحافظات غزة و لمجالاته المتضمنة تعزى لمتغيرات الدراسة )الجنس – المؤهل العلمي – سنوات الخدمة).

6- وجود علاقة ارتباطيه موجبة دالة إحصائيا عند مستوى بين (α ≤ 0.05) دلالة متوسطات درجات تقدير أفراد العينة لدرجة استخدام مديري المدارس الثانوية بمحافظات غزة للتفكير الاستراتيجي، و بين متوسط تقديراتهم لدرجة أدائهم الإداري.

و في ضوء نتائج الدراسة يوصي الباحث بما يلي: 1- ضرورة تبني وزارة التربية و التعليم ثقافة التفكير الاستراتيجي في إدارة مؤسساتها التربوية و العمل على نشر هذه الثقافة بين العاملين في سلك التعليم.

2- تطوير برامج تدريبية متخصصة في الأنماط الخاصة بالتفكير الاستراتيجي لمديري المدارس في قطاع غزة.

3- تبني وزارة التربية و التعليم العالي سياسة المكافآت و الحوافز بحيث تخصص جزءا من موازنتها العامة لدعم المبادرات التربوية المتميزة، و أن تمنح المديرين الصلاحيات لمكافأة الجهود و الأفكار الإبداعية.

English Abstract

This study has aimed to recognize the degree of use of Secondary School Principals in Gaza Governorates for Strategic thinking and its Relationship to their degree of Administrative performance, also the study aims at revealing the existence of significant difference among the means of the responses of the sample of degree of use of Secondary School Principals in Gaza Governorates for Strategic thinking and its Relationship to their degree of Administrative performance according to sex, qualifications and years in service.

The researcher used the analytical description approach, and the study community includes all male and female assistants in the Gaza Secondary School who are (145) persons, the samples of study are (122) in nearly (84.1 %) from the all samples the implement of study was (54) paragraphs distributed in two fields, the first the strategic thinking which includes four fields (Totalitarian Thinking, Abstract thinking, Diagnostic thinking, planning thinking).

and the second is the Administrative performance, which include four fields (Planning, Organization, Directing and Control).

The researcher was sure about the credibility of the tool by using the credibility of arbitrators and internal harmony.

After using SPSS, the study concludes that : 1.

The degree of use of Secondary School Principals in Gaza Governorates for Strategic thinking their assistant's point of view has showed big degree with relative weigh of (83.40 %) as for the Strategic thinking fields concludes : Totalitarian Thinking in the first place with relative weigh (83.40 %) then the planning thinking with a relative weigh (81.80 %) then the diagnostic thinking with a relative weigh (79.40 %) and finally the abstract thinking with a relative weigh (77.00 %).

There are no significant differences within the average (α ≤ 0.05) between the average of estimated degrees of the samples to the use Secondary School Principals in Gaza Governorates for Strategic thinking and its conclude fields due to the study variables (sex-qualifications).

There are no significant differences on the standard of (α ≤ 0.05) between the average of estimated samples and use Secondary School Principals in Gaza Governorates, for the totalitarian Thinking due to the years of service variables for the benefit of those who have 10 years above experience, As for the rest fields, No significant differences.

The degree of Administrative performance for Secondary School Principals in Gaza Governorates form their assistant's point of view has showed big degree with a relative weigh (82.80 %) and administrative performance concludes : The first place "Control" with a relative weigh (84.00%) then "planning" with a relative weigh (82.60%) then the " directing " with a relative weigh (82.40%) and finally the " organization " with a relative weigh (82.20%).

There are no significant differences on the analytical standard of (α ≤ 0.05) between the average of estimated degrees of the samples to the degree of administrative performance for the Secondary School Principals in Gaza Governorates, and its fields that included is due to the study variables (sexqualifications-years in service).

There is a correlative of statistical significance on the standard of (α ≤ 0.05) between the average of estimated degrees of the samples to the use of Secondary School Principals in Gaza Governorates for Strategic thinking and the average of their evaluations for their administrative performance.

Most significant recommendations of the study : 1.

It is necessary for the ministry of education to adopt the culture of strategic thinking in the form of running its educational foundations and to spread this culture out among the workers of education.

Developing specialized training programs in the private ways of strategic thinking for the school principals in Gaza.

3.

The ministry of education's adoption of the prizes and rewards policy and focuses part of its budget to support the creative educational initiatives.

And Managers grant powers to reward the efforts and creative ideas.
