Abstract EN

This paper aims at analysing the patterns of Arab oil revenues and their impact on some sectors of social development in the eighties.

It is noticed that investment throughout that decade has been basically directed towards the completion of infrastructures and to the construction sectors of the economy.

Socio-cultural development has been less fortunate.

Changes in the patterns of values, habits and traditional beliefs are still in the making.

The transfer from the tribal totalitarian social systems to urban, democratic and secular societies may take a much longer period of time .

This may lead to widening the gap between materialistic development and socio-cultural or human development.

As such a gap steadily widens psychological, social, ethical, organizational and manegerial problems, may emerge and influence negatively the overall comprehensive process of development.

However, since most of the oil producing countries have taken condderable strides in the path of development and are about to end the construction of the basic structural formeworks, It would be almost natural to direct development investments towards the human aspects of development.

Human development will be essentialy oriented towards ascertaining the national Arab identity and liberation from all forms of techno-economic dependency.

Rationalization of expenditure due to the decline of oil revenues, should not, nevertheless, entail any quantitative or qualitative retreat from the process of social development during the decade of the nineties
