English Abstract

Transportation industry is basically a service sector component, it is of important concern for the traffic engineers and planners to understand and evaluate the quality of service provided by the transport facilities.

Highway Capacity Manual (HCM), with all its revisions since 1950, is the pioneer document in this area, it quantified the concept of capacity for a transport facility and laid the foundations for estimating the level of service (LOS) being provided by that facility to its users.

The thesis is an engineering project management study; it is about evaluation and improving multi-lane highways in Jordan.

The research study was conducted on four main multi-lane highways in Jordan, including: Alhizam Street, Amman-Deadsea highway, Amman–Jerash highway and Jordan Street, where these highways consider as major highways with high volume traffic in Jordan.

The traffic data was collected from the government records at several departments in Ministry of Public Work and Housing, the data collected between 2012 and 2013 for each highway at summer period in May and June.

HCS 2010 and HCS 2000 programs software were used to evaluate and improve the level of service and traffic conditions at each highway for existing (year of the study-2014), short-term (2019) and mid-term (2024).

The evaluation show that some segments are operating at LOS E or LOS F for short-term condition and mid-term condition.

The segments that operated at LOS E or LOS F for short-term or mid-term planning on Alhizam Street and Amman-Jerash highway were improved by modifying the geometric and traffic conditions; in order to operate on better LOS.

Management flow diagrams were prepared for the decision makers to be a guide for future planning program for all selected highways.
