This article examines the legal nature of the Universal Declaration of Human Rights and the extent to which it may be binding.

The article explores the concept and emergence of international custom so as to determine whether the UDHR satisfies the elements of international custom under international norms.

Also, the article discusses the nature and legal value of the resolutions of the UN General Assembly.

The article argues that the UDHR has a binding legal effect despite other opinions to the contrary.

Thus, it is argued that the UDHR seeks to reconcile different legal systems.

Besides, many international and regional conventions, international and national court decisions, and national law have been based on the UDHR.

The UDHR has brought together human rights and transferred them from the national context to the international level.

By virtue of the UDHR, the individual has become the focus of interest at the international arena.

It remains to attain full respect for these principles, which codify customary international rules, by the concerned parties so as to implement them.
