This study deals with a subject of utmost importance as it relates to the concept of organized crime, or the so-called crime, transnational and ways to face them.

The fact that the development of international relations and technical progress of science and technology, and the concomitant freedom of movement of capital and ease of movement of both persons and goods, as well as the elimination of customs barriers under international trade rules which are supervised by world Trade Organization (WTO), besides the fact that the developing countries have opened the way for foreign investment opportunities and encouraged them through a series of incentives and concessions in an attempt to attract them, are all factors that have contributed to the investment of criminal organizations and drug smugglers of high caliber of this fertile background and exceptional circumstances in order to increase their criminal returns.

The drug crimes come at the head of organized crime forms, rather the most dangerous and the most spread at all, considering that the scourge of drugs has become more threatening than ever around the world, worrying most of systems and mobilizing all security services.

In order to monitor this dangerous crime, and in an attempt to eliminate it and its top dealers at the international level, the United Nations Convention was created to fight illicit Traffic in narcotic drugs as a secure, distinct and relatively new method, which has immediately been adopted by the majority of states and they have coordinated with one another for adoption and activation, this method is known as controlled delivery.

This research aims at defining the concept of controlled delivery and its legal nature as a precautionary and exceptional measure, at showing the base which it relies on as well as its applications on the border between or among the countries within the framework of compromise between the respect of or for the sovereignty of states and their systems on the one hand, and to achievement of significant and tangible international cooperation as a mechanism to limit the extension of this cross-border crime on the other hand.

The research also aims at evaluating this method through shoving its importance and its impact as well as its extent of effectiveness or ineffectiveness in the fight against drug crimes at the national or international level.
