English Abstract

The aim of this project is the design and development of a prototype of Citizen centric web services, with both a citizen and BEC (Bureau d’Etat Civil) officer interfaces, allowing them to exploit these services via Internet.

To achieve these functionalities, the system uses J2EE as a development platform.

SOAP (Simple Object Access Protocol) is used as a distributed application protocol.

The developed services are XML-based, which imply more flexibility, portability and reliability.

EJBs are deployed as Web service Endpoints, and Java is used as the main programming language.

The struts framework is employed as the main key to the implementation of the MVC model on which the system stands.

The designed system is highly scalable and maintainable.

It is a three-tier architecture with a front-end subsystem (client GUI), a set of web service end-point (EJB), as well as a back-end subsystem (services with Database access).

The intended services are great tools for the dematerialization of the administrative processes.

It works towards avoiding the long waiting lines in the offices, facilitating the adoption of new procedures when necessary to enhance the services or the addition of new services to better serve the citizen.

Thus, through this approach, users have a mean to reliably communicate with the BEC offices wherever they are located, they can ask for any type of service related to that office.

This project also allows the officers to easily manage these requests electronically and claim them if eligible to fulfill them
