English Abstract

Industrial enterprises and other government institutions in the State of Kuwait suffer from the lack of administrative rules fixed deal in a scientific manner in practice, and also the lack of competent management in the field of quality work on the application of quality at the output of these institutions standards, so this study will analyze the administrative systems in the electricity maintenance sector in the Ministry of Electricity and public water in the State of Kuwait, where there should be ways of always seeking to improve the working environment in order to reach the level of services that can be faced with the needs and requirements of customers by providing always the best, and that this sector will be able to implement all the needs and requirements, as well as bring a lot of ambitions through the application of successful management methods in the field of quality and other fields.

In addition to proving successful and detailed approach to quality management in the electricity sector site, whether it be through a proposal or application of total quality management and kaizen philosophy.

These have been done through the comparison between these two methods philosophies and through the work of a questionnaire containing a series of questions comparing these two methods in order to come up with results help to choose the best way which is suitable for the electricity and water sector in order to be applied in this sector.

After viewing the questionnaire for workers in the electricity sector in Kuwait, where the sample consisted of 20 employees, and after data collection and analysis,the results show the followings: about 55% of workers believe that the philosophy of kaizen is relatively applied in the electricitysector, but there is a ratio of about 65% think that the administration of the overall quality is best suited to be applied in the electricity sector, in addition to that there is a ratio of above 50% see that both methods achieve growth in the electricitysector when they applied and that both methods will be successful in the electricitysector, but the results were almost equal and may indicate this due to the lack of sufficient knowledge of the pros and cons of both methods philosophies.
