The study aims to identify the reality of the continuous assessment system application at the elementary stage in the Saudi Arabia, from the teachers point of view, as well as providing a proposal for the development of the system application.

The study has answered four questions including: What are the most outstanding pros of continuous assessment system application? What are the most outstanding cons of its application? What are the main obstacles of its application? What is the proposal of its applicaiton development? The community of the study consisted of the elementary schools teachers at the directorate of Education in Riyadh of the academic year 1432/1433 AH.

The number of study sample consisted of (373) teacher with bachelor degree qualification, also the study used the descriptive analytical approach, and a questionnaire that consisted of three main sections: the application of the system, system success obstacles, and the requirements of the system success, the questionnaire included 47 paragraph.

And was applied during the second semester of the academic year 1432/1433 AH, on the study sample, the collected data were processed statistically through using SPSS program, through analyzing the statistical data, the researcher had concluded the following conclusions: 1.

The most important Cons of application: the weakness of the educational process output and the weakness of the commitment of the students, the increase students convincing of the possibility of automatically success, that easiness their worried towards the tests, reduced the competition between them, weaken their motivation and their commitment to the rules of discipline.

The most important obstacles to the application: the system application without experiment, the high rate of students in classrooms, lack of teachers and content development to suit the continuous assessment.

The most important requirements for application success: Developing a clear mechanism for guiding the teachers and supervisors, educated the parents of the system and its requirements, identifying the student required skills, and raising the efficiency of teachers and schools to implement the system.

The researcher presented a proposal of improving the continuous assessment application based on the results of the study represented in interactive model consists of five main elements including the educational policy in the Kingdom, the premises of the proposed perception, the foundations of the proposed perception, the objectives of the proposed perception, and the mechanisms and operational procedures for the proposed perception.

The researcher doesn’t not forget after thanking Allah Almighty to thank the University of Almajmaah represented in the Deanship of Scientific Research, which its support has the greatest impact in the application of his research.
