Abstract EN

The operation of choosing the electoral system conceder the most foundations of the electoral institutions because it has aqreat importance on the future of the political process in a certain country and the electoral systems after adopting it stood still normally which result in organizing and arranging the political interests about executing the incentives that presented to it .

so any new democracy must choose certain electoral system to elect the legislative council members far from ethnical origin inequalities .therefore the elections of 1994 in south Africa republic consider the basis in the transformation from ethnic system in to pluralism democracy through the system of ratio delegation which create an atmosphere of receiving the authority (power) peacefully and also the true national consolidation as a step in the rood of the stability and security in the rest countries in the unstable Africa.
