Arabic Abstract

هدفت الدراسة إلى التعرف على مدى إمكانية استخدام بطاقة قياس الأداء المتوازن كأداة لتقييم أداء جامعة الأقصى بغزة من وجهة نظر العاملين في الجامعة، و لتحقيق أهداف الدراسة و اختبار فرضياتها اعتمدت الدراسة على البيانات الأولية و الثانوية، حيث تم تصميم استبانة لاستطلاع رأي أفراد العينة بعدد (100) مبحوثا و تم تصميم استبانة خاصة بالبعد الثاني من أبعاد بطاقة الأداء المتوازن و هو بعد العملاء (الطلبة) للوصول إلى القياس الحقيقي عن مدى رضا الطلبة عن الخدمات المقدمة من وجهة نظر الطلبة أنفسهم حيث تم توزيع (130) استبانة خاصة بهذا البعد، و قد اعتمدت الدراسة على أسلوب المنهج الوصفي التحليلي و تحليل متغيرات الدراسة و اختبار فرضياتها.

و قد خرجت الدراسة بعدة نتائج من أهمها تحرص إدارة الجامعة على توفير جو أكاديمي يساهم في نجاح و تقدم العملية التعليمية، كما و تعمل إدارة الجامعة على تقديم التسهيلات التي تحقق للطلبة عنصري الاستقرار و الانسجام في الدراسة مما ينعكس بالإيجاب على قوة ودرجة التحصيل العلمي للطلبة، كما و تسعى الجامعة جاهدة إلى تطوير سمعتها و مكانتها بين الجامعات الفلسطينية و العربية، كما و تتناسب أسعار الساعات الدراسية مع نوعية الخدمات المقدمة من قبل الجامعة و التي تعكس مستوى الخدمات الأكاديمية.

و كان من أهم توصيات الدراسة ضرورة أن تبذل إدارة الجامعة جهودا في سبيل تطبيق بطاقة الأداء المتوازن باعتبارها منهجا شاملا و متكاملا لتقييم الأداء لما تحققه هذه البطاقة من ميزات في جميع المجالات و الأبعاد، و ضرورة أن تولى الجامعة اهتماما أكثر فيما يخص متابعة الطلبة الخريجين و تعزيز قنوات الاتصال و التواصل معهم، و أن تبدي الجامعة اهتماما أكبر فيما يخص الشكاوي المقدمة من الطلبة و العمل على متابعتها و معالجتها بالشكل السليم.

English Abstract

The study aims to investigate the possibility of the use of Balanced Scorecard (BSC) as a tool to evaluate the performance of Al Aqsa University of Gaza from the perspective of university employees.

In order to achieve the objectives of the study and test hypotheses, the study relied on primary and secondary data, where the questionnaire was designed to reconnaissance the opinion of the sample of (100) members.

In addition to another questionnaire, designed especially for the other dimension of the Balanced Scorecard’s dimensions, which is the client dimension (students).

The latter actually designed in order to achieve the real evaluation of students’ satisfaction on the services through distributing (130) questionnaires done by students themselves.

the Study was based on the analytical descriptive method and analysis of study variables and test hypotheses.

The research extracts many results after the field study.

Firstly, the administration of Al Aqsa University is working to keep an academic space which involves in the development of the educational process.

Secondly, the university is working to give more facilities which have enabled students to achieve the elements of stability and harmony with their education; in order to, reflect positively on the achievements of students’ learning process.

Thirdly, the university strives heavily on the development of their role and to highlight the reputation and efficiency among all Arab and international universities.

Finally, the university administration serving to check the tuition fees for students and work on the budget with the academic services provided to them.

The most important recommendations of the study are that Al Aqsa University has to work intensify to apply the Balanced Scorecard (BSC) as a complete extensive method to evaluate the performance in which it actually ensures all advantages in various fields and domains.

The university also has to follow and give a big concern to graduates throughout prompting and reinforcing ongoing communications with them, in addition to give attention to students’ complaints by handling them efficiently.
