Abstract EN

This study aimed to identify the role that contributes to the cultural change for leaders and managers of the organizations in achieving management development, and to achieve this goal this study targeted a sample of Algerian institutions, where they were drafting a questionnaire placed on the sample represent the view of leaders and managers of these institutions totaling 50 institutions.

After unloading the answers and analyzing results, study concluded that the leaders and managers, of the institutions under study, have the ability to change and develop, and this based on what they have the skills of communication, and the application of the concept of empowerment and promote change and commitment to WHO's mission, and take responsibility for the decisions taken, and the quality of work and the ability to focus in pressure conditions, The study also provided some suggestions that would develop leaders and managers Algerian institutions for more effective application of the concept of administrative development.
