English Abstract

Outlined the importance of research is solving the problem of acute shortage of energy sources, whether electricity or fuel which negatively affects at the smoother and provide construction projects, where the Gaza Strip is suffering of a severe crisis since eight years have created many of the economic problems in all economic aspects, especially the construction sector, this has necessitated the development of practical solutions to resolve this crisis, where the construction sector is a vital source of income for Palestine it was done using scientific theories already experimented with other countries and succeeded.

The theory chosen is “The Use of Supply Chain Management to Improve and Planning Energy Provisions under Uncertainty Construction Projects”.

The main objectives of this research are as follows: a) Investigate the current engineering energy supply planning by contractors in the Gaza Strip.

b) Explore the level of supply chain design by consultants and owners.

c) Identify the weaknesses of supply chain design performance in the Gaza Strip.

d) Development energy supply planning and to investigate the needs of contractors in the Gaza Strip.

Search review of previous studies on topics related to the factors that influence the supply chain and how to use them to improve the power supply, followed by a field research to collect data.

The target group included in the search views engineers working in the government sector, the private sector (consulting firms or construction companies), international or humanitarian organizations.

The questionnaire included the Three Sixty factor were classified into two groups, the first group element divided by thirteen and the second group element divided by fifty categories according to the research objectives and the use of the relative importance index.

The questionnaire was distributed to two hundred respondents mentioned above, it was received 187 questionnaire.

The most important results are summarized as follows: the extent of the use of engineers to planning tools in the management of energy sources for the projects was 60% have been located in the first place, and this factor is supported by 69% through the use of strategies to manage their projects.

There are indications needs the private sector to technological development, and use it for the development of project planning.

In addition to that there are signs of weakness retrofeeding of information.

In addition, the contract for the project may delay work because the affect of the economic contracts for the political agreements between the Palestinian Authority and the Israeli occupation.

There is also a lack of budget planning concept specializing in project management within administrative expenses.

The main factors that measure the level of the design of the supply chain by consultants and owners in the following points: stakeholders, enabling flows, the dynamics and complexity of the environment in international and humanitarian organizations, and the cycle life of the operations of humanitarian organizations, and coordination between the organizations.

Financiers or consultants suffer from a lack of efficiency in the use of technology in the organization, reflecting the poor planning of projects and this adversely affects the supply chain management, as well as the lack of control in the organization system makes it difficult to control the supply chain, especially as there partner institutions interact with them and affected their performance.

There is also a running flow problem within the institutions, studies indicate that there is a shortage of skills in the field of human resources and this adversely affects the emergency management in the event of closure of the crossings and the scarcity of energy sources.

This may work to the accumulation of the efforts of institutions at the same time with the lack of coordination among them, or the failure of the division of responsibilities between the institutions.
