English Abstract

The construction industry is an important field which plays a vital role in the process of economic growth and achieving society’s sustainable development goals in our modern age depending on HRM.

The aim of this study is to develop human resources management in order to increase sustainability of construction industry in the Gaza strip.

Specific objectives are to examine the extent of applying incentives, TQM, labor law regulations, training, safety systems in construction, also, to identify workplace environment and express the relationships between employers and employees, determination the extent of achieving engineer's job satisfaction and their loyalty to their organizations, identification of the internal structures in our companies and consultants offices and search about the extent of availability of sustainability in construction.

Literatures review about HRM and sustainability was reviewed to identify the factors affect the HRM development to achieve sustainability of construction industry.

In addition, other local factors have been added as a recommendation by local experts.

Questionnaire was designed and distributed to project managers and engineers in companies with classification degree (A) and consultant offices in the construction sector.

Pilot study of the questionnaire was achieved by a scouting sample which consisted of 30 questionnaires.

A questionnaire survey was conducted and 71 factors were identified, categorized into 9 groups and evaluated and ranked from contractors and consultants perspectives.

128 questionnaires were distributed as follows: 80 to contractors and 48 to consultants.

questionnaires were received (90.6%) as follows: 71 (88.7%) from contractors and 45 (93.7%) from consultants as respondents.

The researcher also choose another tool to get more information and validate the questionnaire results.

Three cases studies were prepared with companies.

The survey showed that engineers are not satisfied with their works so many of those tends to leave construction industry, and there are no job security, incentives, training, scholarship, monitoring systems.

Companies are participating TQM randomly without any systematic procedures.

There is an absence of the roles of concerned authorities that control engineering jobs.

Also, the external environment represents a major threat that face the sustainability of human resources in effectively projects in the Gaza Strip, where the political environment is not encourage them.

Components that necessary to ensure a sustainable organization are need improvement.

The survey recommends that both contractors and consultants should c construct and develop an effective and efficient written systems of incentives, training, recruitment and TQM to achieve sustainability in construction.

Also, Both of them should interested in enhancing the role of human resources in participating, planning, taking decisions and finding competition culture among employees, transparency, justice, developing community and sustaining its recourses.

The final recommendation is that the roles of concerned authorities should be developed through enact and apply laws and regulations that control engineering job.
