English Abstract

Most of current incident management implementation efforts in Jordan are scattered across the nation and they are either not present at all or being developed on an add hoc basis.

Information incident management, along with other Information Security efforts across government Jordanian organizations and private sectors, are not consolidated and vary from trivial solution to more sophisticate.

Furthermore, no law or even national program exists to standardize these efforts or enforce institutes to be integrated into any truly national cyber incident response.

This thesis proposes a National Information Incident Management Framework.

The proposed framework determines the necessary overarching solutions, tools, components, entities, processes, techniques, and mechanisms that help the Government of Jordan (GoJ) to minimize the damage and recovery time from Cyber Attacks and take the actions necessary to manage the incident and mitigate its impact regardless of source or intent.

The NIIMF, if adopted, is expected to give the GoJ the ability to consolidate the scattered efforts related to information incident management and provide means to oversee and guide implementation efforts on a national level by a prospected JOCERT.

The NIIMF is validated through surveys and interviews to provide a proof of concept.

Results show that the NIMF is valid, efficient and applicable on both public and private sectors and capable of overseeing information incident management on national level.
