من بين أهم التغيرات الكبيرة التي اتسم بها العمر الحديث في العراق هي الزيادة في حجم السكان و تركيزهم في المناطق الحضرية.
و يرجع سبب هذه التغيرات إلى حد كبير إلى أن معدلات الولادة تزيد على معدلات الوفاة، و الهجرة من المناطق الحضرية إلى المناطق الحضرية.
فعملية النمو الحضري هي الإطار العام الذي يمكن معالجة ظواهر الاستقطاب الحضري في دائرته، فالاستقطاب ينبع من نمو حضري غير متوازن، و الاستقطاب هو مجموعة من الظواهر تنشأ في منطقة معينة تتمتع بمميزات جغرافية و اقتصادية و اجتماعية و إدارية بشكل يكسبها خاصتي الجذب و التأثير في المناطق المحيطة بها القابلة للاستقطاب بحبها تتجه إليها دائما و ينجم عن ذلك تأثيرات اجتماعية و اقتصاديه و جغرافية و إدارية في كل من مراكز الاستقطاب وفي المنطقة المستقطبة على حد سواء.
هذه الموضوعات في عالم اليوم تشكل مجموعة من المشاهد الاجتماع و الاقتصادية و القي التي نشاهدها في المجتمعات التي تمر بظروف الأزمة.
و قد حاولنا في هذا البحث الموجز تسليط الضوء عليها و من زوايا مختلفة، و محاولة ربطها بالمتغيرات التي يشهدها المجتمع و هو يتعرض لأزمات متعاقبة.
Abstract EN
The development issue is considered as one of the most important matters of concern to governments, intellectuals and specialists in the contemporary world, especially in developing countries that are trying hard to move out of the afflicting underdevelopment domain to a brighter future and achieve the aspirations of those countries through organized planning which take advantage of available resources, whether material or humanitarian, in the best way possible.
The development process are taking place at multiple levels ranging from national to regional to local where the community is stimulated and excited for the cooperation, participation and preparation to perform planned change in the methods of thinking, acting and production
