English Abstract

Roads Network is a principle national asset, like any other asset, faces aging.

Greater Amman Municipality, like any other municipality in Jordan, faces massive challenge to keep roads maintained and serviceable.

Most of roads we have it today were built before (2000), what makes the majority of it at the end of its service life, and others have been deteriorated due to misuse, overuse, and mismanagement.

The purpose of this study is to create Pavement Maintenance Management System (PMMS) using Geographic Information System (GIS), Micro PAVER, and SPSS software, which provides a better assessment for decision makers.

To achieve the goal of the study, a case study was taken in al Nasir district as a representative sample of Amman’s road network in urban areas.

The streets chosen had been evaluated using PSR, PSI, and PCI.

Then a model has been generated between the three variable that best represent the correlation among them.

However, maintenance and rehabilitation plan as well as prediction models for pavement performance deterioration has been conducted.

Using the PCI method study showed that 64 % of sections inspected were "Poor", and 36% were "Fair" with overall PCI value of 54.13.

The overall cost shown to be 1.26 million JDs to raise the overall PCI value from 54.13 to 84.95.

Three different types of evaluating system was conducted for the roads, PSR, PSI, and PCI, where PCI was selected as a tool for pavement condition prediction in the future using Micro PAVER.

Micro PAVER is important in inventory works, evaluating the current condition and predict future condition as well as developing the M&R plans.

The importance of ArcGIS was in referencing methods as well as generating maps and reports.

Then the SPSS was used to help finding and modeling the correlation between PSR, PSI and PCI.
