It is because lodging has become the principle preoccupation of authorities, due to the deficit recorded so far ( Average 1 lodgment for 7 people) that we assist, in the recent years with the advent of various types and various montages of real estate transactions.

This inevitably entails the introduction of the concept of condominium.

It would be very interesting to establish an appraisal that allows the evaluation of the situation of condominium on the legislative and regulatory level as well as reality.

This possibly permits to bring the necessary correctives.

In order to understand the causes of constrains and of blockages that affect today the sector of housing in Algeria, a particular interest has been taken to the study of the situation of condominium in the city of Daksi in which reigns a total anarchy.

It is then a set of collective lodgments constructed by the state in three big phases, then assigned in their majority to the residents under the law 81-01 of the 7th of February 1981 that is about the cession of real estate propriety for residential, professional, commercial, artisanal use of the state, of local collectivities, offices of real estate and companies management, public institutions and organisms.

Regulations related to the condominium have suffered there from all forms of assault from both the citizen and the state.

The common space is monopolized, looted and also directed meter by meter.

The condominium is a problem of citizenship and of a mentality to change.

And therein lies the challenge.
