Abstract EN

The emergence of chaotic neighborhoods phenomenon and its relationship with the urban marginalization in A1geria, Constantine, gives rise to a set of problems whether at the legislative level and at the field one.

For its understanding, the needed is multidisciplinary descriptive approaches doable just by the selection of a scientific approach being in accordance with the theoretical side including the urban, the social, economic, and security sides.

Understanding the outputs of the urban marginalization in terms of future orientation aims at finding appropriate solutions to the problems caused by these neighborhoods according to a legal framework; or just trying to avoid them if possible by putting a scientific explanation to the output of this relationship.

It helps in understanding the emergence of this phenomenon, and it facilitates the task of putting and developing indicators and taxonomic criteria that depend on determining the sources both in relation with the legal side or through the field study.

This study aims at getting to a developmental approach based on the achievement of the urban governance that rely on a visionary quantitative side between the various districts of the city, and specify to the type of the future urban policies.
