English Abstract

The most important constraints behind the delay in construction projects is the inability to finish the project on time and within the budget allocated.

The main objective of this study is to provide Earned Value Management (EVM) system as an effective tool to link between the actual completion and planned work with the project financial plan and time.

To achieve the study objectives, quantitative and qualitative research approaches were adopted to collect and analyze the data and test the hypotheses.

A questionnaire was distributed to a 43 respondents.

The main questions that survey seek to investigate it was the control and monitoring method that used and if organization used EVM or not.

For analyzing the gathered data, (frequencies, percentage and Chi square) tests were enforcement through using SPSS.

While the qualitative approach represented by conducting a case study.

Whereas the cases study data was analyzed by using primavera software.

Primavera software used to analyze the data, which is mainly related to two factors time and cost.

EVM values were extracted to monitor the status of the project in two times of the planned duration of project (4 months).

The data analyzed by using SPSS showed that the majority of construction organizations in Iraq don’t use EMV to manage their project.

Furthermore, the result showed that the reasons behind this gap of using EMV and technologies back to the lack of EMV expertise and experience.

Regarding to the result that obtained from the case study, the result showed that EMV and Project Management software provide effective and accurate figures in monitoring project performance in addition to save long of time for calculations and user friendly.

Regarding to the results that extracted from the analyzed data and case study a set of recommendations were drawn to the decision maker such as encouraging to use of technology and advanced programs like Primavera in planning and budgeting projects, raising awareness on EMV topic among those who are involved in the subject manner and get the clients more involved in the process of planning and scheduling any project, and give examples on projects with success stories in implementing EVM.
